Your first statement is not true is that they care only about how much the person spends whether that is watches clothes or gambling makes no difference to them at all.
I agree that it is completely wrong that casinos are being forced into cashless saftey gaming mandatory breaks etc while the biggest players in the gambling industry just continue as usual. This should have been done uniformly and fairly. However governments can make up any reason to do anything they please. If it suits their interests it will be done and the nanny state experiment continues.
