Apart from the rate being very high, I have a real problem with government not increasing royalties for all resources. They chose coal because its going to not hurt them at the ballot box.
If a modest increase was adopted across all resources (think oil / gas), then they could have achieved the same outcome and not put all their eggs in one basket.
They missed on the fact that the basket is cyclical and will be empty soon enough. Committing funding on the premise the tap will always be on is pretty f'ing stupid.
