Realistically speaking, only 455KOz of gold are mineable based on an underground mine operation. The reason Miraflores Environmental License is granted is because LCL is willing to compromise the open-pit mining operation. You win some, you lose some. That 1.3 million Oz is really just a dream at the moment; you, Baltasar, and goldfan can stop licking each other's balls. If LCL proposes an open-pit mine, I am pretty sure this environmental license will be retracted almost immediately.
