I think that the basic x-ray emission and collection technology will be the same but the implementation will be vastly different. This is where the details can make a big difference.
For instance will the technology be static or mobile? What power can it use to create the image? What size will the equipment be and how can that be applied in the different scenarios? What software will be required to analyse the images for a mass detection system for an airport versus a system that is used by a trained operator who can recognize devices?
There are a ton of design and feasibility issues to be worked out that depend on the context. This is the work that needs funding to get into the different spaces. Then there is the business case validation and finding money to manufacture a new product. The more R&D others can pay for, the better as it accelerates growth opportunity.
