Sadly, good honest blokes like poor old Billy, who has been carried out on a stretcher from punting on Perth stocks, can't afford the upfront fees.
Anyway, good luck, Swaggie, with ZIP and NOR and whatever other horses you've backed. 100/1 winners have been known to salute the judge. However, as Damon Runyon so wisely said, all Perth stock players die broke.
