@dyeman the way I read this it was invitro cells. In other words they had cells sitting in different concentrations and identified the point at which it was effective and toxic to different levels. The route of administration wasn't really considered. There is another whole level of analysis that needs to look at toxicity to various organs liver, kidney, heart etc.
Ideally at the effective dose level it doesn't demonstrate toxicity, but it is not uncommon to see drugs with acceptable levels of toxicity used.
