To me, looks like a defensive move to add some chips to the bargaining table because they feel the Big Pharma net closing. IE, not so under the radar anymore. This aligns with the emerging partnerships comment by Phil.
We all know that as soon as a Pharma is aware of RAC's potential (and it's likely they will become so when doing their pre-partnership due diligence), they will become interested.
