Read what it states, not what you think is says.
This CR is for programs beyond the “programs committed for 2021”. A opportunity came up to bring forward programs, so they did. Now if the CR was to support the programs committed for all of 2021, then yes you may have a point.
RAC did say “only raised as we needed” and they need it for a NEW program.
