I'm in the same boat, hence my question as to whether applications would be scaled down proportionately based on application value... $15k would be much easier to scrape together than $30k, but if it means I'd automatically get half the maximum scaled down application that's not so good.

In hindsight I think this was a poor question of mine, as if @RaceOncology were to answer it directly, it could mean people submit smaller applications in the expectation they may end up with the same smaller amount of shares as someone who applied for maximum in the event of a scale back and that thereby reduces the chances of a successful outcome for the CR.

What they really want is for people to apply for the maximum they can as quickly as possible, get the cash in the bank, and stitch up a successful 'homemade' CR without it being left until the last minute whether or not it will get over the line.
