Assuming all existing investor participate in a CR equally, then a CR causes no dilution. If you own part of a company with an asset worth X and you add Y dollars in proportional to your ownership then your percentage ownership of X remains unchanged. All you have done is transfer some dollars from one account to another.
This SPP raise is dilutive. The small shareholders (all things being equal) are diluting the large shareholders. Your opinion on the desirability of this is likely to be influenced by the size of your holding.
