Note that the $30k SPP purchase limit is not imposed by RAC but is an ASIC requirement for the particular SPP instrument that RAC are using. This instrument does not require a prospectus so has lower regulatory burden and compliance costs.
So even if the SPP has a shortfall, RAC are not legally allowed to issue a shareholder with more than $30k of shares under the SPP no matter how much money they have transferred.
