thats a bit harsh and I didnt say that or feel that.
trusting what DrT said about last day entries, I think its possibly as simple as late entries and they had to scale back as they didnt have enough time to stop SPP.
And they slightly preferred key holders inc management who didnt get scale back.. and also didnt scale back the small applicants as not much could be scaled.
and hoped that 30k applicants will shut up looking at glass half full instead (without any ill intent)
this is my pure speculation - due to lack of transparency.
