I should add. This also keeps in RACs theme of looking after after little guys. Those who could afford less were given more of their allocation and those who could afford more were given less.
Everyone's allocation gets pulled towards the median allocation.
What fairer system can you ask for?
Those who can afford to can now buy on market with the leftover cash and those that can't got the full "discount", these allocations are also less likely to flip because you are flipping for peanuts.
I'm not in bar-shout club but was kn the 10,001 , 100,000 club and I still think this system was as fair as possible.
