WKT can get all the dozers on site they like but until funding is achieved the project could come to a halt which is the number one risk at this point. SP is unlikely to move very far until ink hits paper on a funding deal no matter what progress happens on the ground.

The benifit of any ground work going on before funding is signed off is assisting to keep time till first production minimised which no one will argue with I am sure and it is comforting to see action/progress but it will all be for nothing without project funding.
