I think if earthworks were to commence then it would be a sign that management are quite confident of securing finance in the near future. To me it would be a very positive step and one I am looking forward to. I highly doubt that they would commence with the project unless they were a hundred percent sure finance would follow soon.
A few more i's to dot and t's to cross for finance I guess and one of them I imagine is the DFS.
