Yes action on the ground would give the impression they are very confident on achieving funding but how do we know for sure. We could find out they are doing a swan impression, all calm on the surface but paddling like all get out under water. I think we will see action on the ground but agree it needs to be paced some what to make sure they do not get too far ahead of themselves. I do believe funding will come but when is the issue. All crossing fingers it’s soon after new DFS. 

We just have to see who has the fortitude to fund a great project in a comparatively high risk country and IF it can be done at agreeable terms.
