I can't honestly say I know the answer to your question.
In saying that .. The entire area is historic mining district with current gold mines operating not too far away at the present. I actually the Cue is an awesome place for a clay rare earth mine and plant. REE clay involves a lot of digger which is disturbance and re-agent storage etc. Cue is isolated yet well serviced with roads and mains power.
AR3 has double VTM market cap. Less TREO and lower basket value. Less HREO. AR3 is also in prime agriculture land in S.A which I cannot see them being allowed to dig up half the country side when their intersects are only 3-5m thick.
