    sharebroker 1, I am not understanding what you are saying. Yes the EPA is all powerful and they gave the permitting the green light. Its DMIRS that has overturned that decision or viewpoint. Does DMIRS rank above EPA in authority, or vice versa? Anyway, whatever, its bizarre to have two governmental bodies with seemingly opposing decisions. Given there has been previous permitted clearing in the forested area, given also there appears to be some fairly wide man-made tracks already passing through the area, and given the huge reduction in the requested permitted zone even after EPA gave a green light for the original larger area, there is a strong case for BNR to put to the Convenor.
