There is a fundamental issue here and that is the sheer stupidity of government entities granting exploration leases to explorers and then later on preventing exploration taking place. Its a classical case of putting the cart before the horse. Unsurprising given governmental decision making I suppose. Surely, no exploration lease should be granted BEFORE that lease area has been evaluated in terms of possible environmental impacts as a result of exploration on it ( such as land clearing, tracks, drill pads etc). I said before its like buying a car quite legitimately, paying the rego, insurance etc, then being told by the way driving it is disallowed.
