Not a single institutional investor would be allowed to go near a microcap of this size (it is too small, and there is no liquidity in the stock to allow them to build - or exit - a position). When you realise that simple fact, you realise that this announcement is designed to keep retail investors interested in the stock. Nothing more or less.
Unfortunately I think they’re doing their level best to keep the project alive as long as possible, and therefore continuing to draw their salaries. Look back to the ROY days, you’ll see the same stuff.
