The Exploration Incentive Scheme funds projects based on not only the potential to unearth 'something of regional significance' but also other factors such as,
- finding new examples of mineralisation in areas which are chronically under-explored
- examples of mineralisation in areas not previously known to host potential (ie; Dixon being Archaean, in an area sometimes mapped as Proterozoic; same for LSR's Contessa)
- exploration for new styles of mineralisation not previously recognised
- exploration using innovative techniques (new drilling, GPX, etc)

The EIS grants are put before the DOIR and a panel of experts. There's a limited budget, so only the best and most impactful projects with the best scientific foundation and economic potential. Some years, when exploration is really buzzing, there's not enough money to go round and you get knocked back. Other years any old story gets a dip in the bucket.

I'd say that Dixon got a nod because it's in a woefully underexplored area, searching for well known gold mineralisation, and there's a lot of support at the moment for greenfields explorers.
