The lithium-ion battery factory was heavily competed for, before it was awarded to Darwin.
The Northern Territory developed an Economic Strategy which would have been pivotal in this process.

Included in their Economic Strategy was an Infrastructure Development Fund, and I suspect some financial incentives might have been made available to ensure the project would be slated for Darwin.
