They demerged from Sunrise Energy Metals in 2021, so there may be holders from that company that received alot of shares for whom CNQ isn't their focus.

I don't have access to broker data (or know how to access it!) so I can't really comment on who's doing what, other than to say they were in mid to high 30's when they announced a $5M 31c cap raise a few months ago (with 3 for 1, 45c bonus options!). Price has naturally fallen down to around that level and a little lower at 28c. It seems they may have struggled to have filled the $1M retail portion of the raise, which is surprising, but we are talking about stocks that are unloved and overlooked here.

I could say more (no, I'm not hinting at insider knowledge, just my opinion) but as this is an RAC board I'll stick to just answering the question!
