    Can I ask how many you hold?
    They may be thinking about how much they need to be accumulating at the lows , if all the entitlement is taken up.

    I couldn't see many not wanting to take stock at $1, and it is being held low IMO so that some don't take their entitlement.
    Probably Macquarie.
