The first well may go into production but subsequent wells will have the benefit of the first wells data set. As such they ought to be better producers given T-1 looks favourable as a proof of concept well.

T-2 will be the well that gets MOU commitments , not T-1 given its tardiness to date. So this CR is very important as it speeds up the process to production imo.

I think the quantity of shares issued highlights the desire of management not to dilute the stock any more than necessary. MOU's and then production should provide future cash flows beyond this point.
