Agree with your point about adopt (the tech) vs adapt (the tech). Maybe they're at the same point as they were with Tenindewa (i.e. they already knew where the plant was going to be privately, but said something different publicly via a Stage 1 OFS and other 'investigations') and much of the fluff you'd hope they'd already know the answers to (in this announcement) is just for show.
