The formula and make up of the register makes it unlikely there will be much if any cash left over. Therefore if you owned before the Deed you are a good chance of getting all cash for 5000 shares, anyone else will be better off banking on a scrip deal and as such I would expect the stock to trade more in line with the underlying IRM price (minus any perceived risk).
So you are correct it doesn't say you can't get cash but it is unlikely there will be cash left over.
