I think these guys had a go at the TOV panel last year. Given the concentration of control ~42%, it would be very difficult to wind up the fund without the bidder's support. My take on it is the bidder trying to take as many shares at this price as possible to try to get over 50% locking in their control. It would be even more difficult to windup after this.
