If you look at the 5 year WPP share price chart on the right,

two years ago, share price was roughly around 90cents,

one year ago, share price was roughly around 55cents,

only who bought WPP shares after covid19 would get profit from the proposal,
but at the same time they have to pay full capital gain tax(45% of profit), if this happens within a year.

I doubt any individual shareholder like the proposal at all.
