    Yes there is always the risk (which I too have taken). I was involved in a TO offer many years ago where the purchaser pulled out of the offer with insufficient reason. They were made to compensate all buyers from the time the TO offer was made, at the TO offer price from memory. Not saying this will happen here but a TO offer can't be withdrawn on a whim.
