I think you will also find that until the paperwork is lodged the party that is taking over the company cannot stand in the market to buy stock UNLESS they stated that they will be .
So one can assume once all the paperwork has been received and the process of notifying shareholders has been done that the share price will find it's way up to 19c pretty quickly.
If the U.S shareholders want to confirm this could ring Management and ask them this question.
