This announcement is important for a number of reasons, the least of which is the subject matter of the announcement.
More importantly it heralds a period of long-term stability and growth for LYC. It says notwithstanding the political threats and other obstacles placed in the path of LYC over recent years, LYC has survived to pursue its goals. It also shouts that Japan is underwriting those long-term goals. The reference to heavy earth separation suggests that the support from Japan is intended to support the national interest of the US and gives greater certainty to the realisation of the Texas plant.
