I wouldn't be surprised that the endless beaurocratic hurdels and delays you're mentioning are nothing more than the US requirement to take MP as a partner into the Lynas US projects. The US wants to secure U.S. sources of critical minerals and they don't want to depend on (allied) foreign supply. When one googles Lacaze-Perth-US you will find an interview where she is not positive about the chances to beat US competition. But more important, I agree with you about the outcome and it leads to the same conclusion that the focus will change to the development of the Japanese rare earth supply chain.
