Interestingly the "Gayna Salinas" letter went to the State Engineer but also went to the DOE and the DoR (Dept of Reclamation) the DOE and the DoR have already replied with what I feel was "there's nothing to see here move along" so I doubt there will be any exhaustive process merely an administrative task but as shown by the BLM and US Government in general admin tasks take years sometimes........ Rolling my eyes TT
