It could still get kicked down the road... Nothing proceeds efficiently through our court system.
Yeah its a bit of a catch 22. In order to punish the perpetrator for the loss of past holders you have to punish current holders. It's not a fair outcome. I agree the burden should be shouldered squarely by the director. Nobody who believed him did anything wrong.
