    RMS spent $11.9 million on development at Milky Way and Stellar/Stellar West last quarter
    and spent nothing on:
    RMS dividend;

    and spent nothing on:
    buying back RMS at these undervalued prices

    The CEO is a 5 out of 10 operator. ..and today's response in the stockmarket is the evidence for that .
