I guess since Tim was onboard for the media release it's not so plausible that company was genuinely unaware of the proposal, and the information got out from the customer side or someone from the govt approvals side of things. As mentioned, these might be the already announced orders as a minimum supply for the Optus sites. This announcement gave us a customer name and some broader context of future intent, plus a few numbers, but no solid order quantities or financials.
Not a great situation either way, it does seem like the kind of thing that will be investigated.
