The place I worked at specialised in employing people with little real experience or knowledge because they were cheap. These people were put in charge of complex IT systems, and ofc they were always down or had some problem or other. Always it required many hours of work to fix the problem and meant lots of inconvenience to users.
Had they employed people with experience, it would be done once and it would work forever with no inconvenience to users. The value per dollar spent on wages was much higher with experienced people. But management thought they were saving money.
So yes, doing things properly has a monetary value.
