OK if we are talking only phase 1, and you will not get $ commitment past phase 1 till everything is hunky dory. Been there done that, it is slow, patience needed. Just how long ago did the California Energy Commission publicly announce there strategy for what it is - to bootstrap the battery suppliers they wanted to fully commercial profitable manufacturing? A few months at most.
So past phase 1 going to phase 2 is
"The Bank has confirmed its goal of installing battery systems across its 4,000branch networks over the next 2-3 years with final deployments based on ownership,business case, and site feasibility." Versus "three branch deployment sites" mentioned for the 400kWh.

Rest of world, first one reminds me very much of another ZnBr gel battery listed on the LSE on trial with a Spanish business (took a bit longer than planned to make their first batch of batteries), could be the same energy mob with its' global foot print, very large requirement for LDES. The other ROW in Israel clearly has a phase 2 as well, 100mWh.
Normally you can't walk before you crawl, and going from just starting to walk to sprinting, good luck. Plenty of examples of not putting in the necessary foundations and falling over shortly afterwards. Redflow has foundations IMHO.
