I wouldn't expect it to take that long. Some injection moulding machines for the cases; ramp up the production of the controlling electronic circuitry; pumps; and the zinc stacks.
Conceptually, these are pretty simple devices, and the entire point of Gen3 was to simplify the manufacturing process. If the demand kicks up, it won't take long to build out the manufacturing capacity to match. If they have to build the entire factory - including the outer building shell - it might take a bit longer, but in all sincerity I'd expect it to be a faster and easier ramp-up than that needed to build, say, 4680 cells in quantity (along with the control and cooling systems for large scale packs).
