Youd have to ask that question as well if you were within the company. RFX have demonstrated a few times in Australia with decent sized battery systems, slowly stepping up size. They are deployed in homes, commercial premises and remote rural areas. They are also featured in the ITP Battery Test Center reports and apart from early faults, seem to have performed quite well and to RFX's own stated levels.
Either the QLD setups are not suitable to the operation of Redflow batteries or the QLD Utilities have not been able to negotiate well with RFX. I really think standalone lithium batteries are unnecessary and take up alot of materials needed for EV's. EV's can plug into the network themselves with V2G in the future.
