IMO, they may use a good announcement to get people over the line to participate in the SPP (quite a normal tactic). Some companies will use fluffy announcements, but I hope we get a solid deal announcement in the coming days.
On your second point, I have thought the same thing. Possible a deal is dependent on them getting the funds to deliver the deal.
