Badly drawn up I'd say. A 10% rule would have been possible I'd have thought but maybe they've just not considered it. Oversubscription definitely a surprise to me that's for sure.
It's not the scale back that's annoying but think of the costs of calculating and refunding etc for a miserable $400,000
