Don't quibble about a few cents. If the entitlements don't get fully taken up, they will need to raise with outsiders via another CR - see preso.
If you want to secure RFX's future, buy on market now if you want to get more entitlements. Hold off and take up as many entitlements/shortfall as you want.
Participating in the offer helps the company. Buying on market helps the counter party in the trade.
