Not necessarily - only info we have on intended raise was AFR which stated 'up to $3m' - don't think they are too fussed about 2/3m because they could have easily raised more than 3m if they had gone to retail investors. This offer represents about a 5% dilution to holdings so not as major as some would have feared.
