Yes they have to keep the "ponzi rolling" as you point out. Arrangements with PDP sellers and the need to bring in fresh PDPs with quicker upfront return is an imperative. They can stop purchasing and continue to collect to repay debt but in doing so they reduce their momentum and begin to fizz out. It is a bit like a finance company reducing their funding by using repayment of loans and leaving themselves without money to keep lending. Perpetual motion is the name of the game with these types of businesses.
