If it counts for anything this is pretty standard for many CR's I've seen. A placement is done and followed by a EGM to vote on approval of shares/options outside placement limit.
The 25 March 22 Investor presentation outlines this, so I think this is a non-issue.
However, I am keen to learn how the revised board intend to take the Kogi projects forward from here.
