I think pek will announce the SML invitation this week (hopefully tomorrow), ceremony will be later in the week probs Friday, pek will soon after announce binding offtake with shenghe which will mention a prepayment arrangement, then a CR will follow along with project level debt financing for the remaining capex to build the project.
so expect a CR end of April imo
