Nkwe is moving to complete the formal exercise of the development option by Xstrata". So what does that really mean?

I read this as;

1. Xstrata are interested
2. Xstrata would like that in the final BFS a significant capital cost reduction is achieved and time line to first production shortened. This will maximise the Xstrata returns.

US$ 10 million new capital no doubt is to be partly used for this project planning optimisation work.
