Look at the guys Monument has - they are all miners! They don't have a huge amount of exploration expertise. I imagine they don't want to miss out of the huge potential upside from exploration - as their is a lot of gold there yet to be found. Sensible and smart to keep them involved (additionally the register is locked up tight and would have had to pay a lot to get the shareholders out)
